As a Subject Matter Expert, Richard has opined with respect to standards of practice in civil engineering, construction management, design-build contracting, general and trade contracting, construction and maintenance means and methods, project scheduling and cost control, and the technical and managerial issues surrounding liability, causation and damage regarding construction claims, defects, and facilities maintenance issues.

Richard has served as a Consulting Expert on over 25 construction programs and projects. In addition, to his services as a Consulting Expert, he has served as an Expert Witness in construction litigations for over 20 cases, providing testimony before boards, and at deposition, arbitration and trial (both, bench and jury), the preparation of expert reports (including, demonstrative exhibits), and providing assistance in negotiated resolutions at settlement conference and mediation.

His construction claims and expert witness experience includes breach of contract claims, negligence claims, other disputes (i.e., compliance with state and Federal laws and regulations), termination (for convenience and for default), payment and performance bond claims (for surety or obligee), and comprehensive and general liability insurance (incl., products, completed operations, and operations), facilities maintenance and performance matters (e.g., life cycle cost, deferred maintenance, air and water intrusions, and building systems condition and performance). A key strength is an ability to clearly and plainly express expert opinion orally, graphically, demonstratively, and in writing with respect to complex design and construction problems, which assists lay persons and triers-of-fact to understand the underlying contractual, technical and managerial issues surrounding the liability, causation and damage regarding construction claims and defects.
